Under a RUBS property, the Tenant Invoices generated by Vitality will not show a Usage but will only show Costs.

Due to California State Law, in a situation where Ratio Utility Billing (RUBs) is being used for tenant billing, displaying usage of any kind is prohibited by law. 

Because with RUBs, a utility bill is being distributed out to the tenants based on a percentage that is being calculated by the software.  Since this is not a direct meter usage from a sub-meter, the law does not want a usage shown on the invoices.
